APTIKOM in UMM: Professional Certification to Develop the Nation

To be developed, it is unnecessary to imitate other developed countries. However, we must find the right way by maximizing our strengths and potential. This method has been applied by developed countries such as Japan, South Korea, and Germany. It was stated by the Chairman of Ikatan Pengguna Komputer Indonesia (IPKIN) (trans: the Indonesian Computer Users Association), Prof. Dr. Ir. Eko Kuswardono Budiardjo, M.Sc., in his speech. He acted as a speaker in the Rapat Koordinasi Nasional (Rakornas) (trans: the National Coordination Meeting) of Asosiasi Pendidikan Tinggi Informatika dan Komputer (APTIKOM) (trans: the Association for Higher Education in Informatics and Computer) held at the University of Muhammadiyah Malang (UMM) on December 7.

"There are several steps that can be done. The first step is raising awareness of the need to utilize technology. Then provide digital literacy as widely as possible to ensure everyone can utilize digital technology appropriately," he added.

The third step is having competency or proficiency in utilizing technology. It can be done through certification by a professional certification organization under the national professional certification agency. The purpose is to describe that the person is having their competency in their field. 

The fourth step is to turn human resources into innovators through the innovation process implemented by industry and universities. Finally, the fifth step is the creator. This is where our economy will increase because we can create valuable products. 

"Please note that Indonesia already has an occupational map that began to be prepared in 2017 and implemented in 2018. Therefore, in the last four months of 2023, the updating activity was organized by Kominfo," he said.

For the record, this update will finish at the end of December 2023, and the plan is to begin implementing it in 2024. Eko feels this will challenge the people developing the Standar Kompetensi Kerja Nasional (SKKNI) curriculum.

On the other hand, Dr. Ir. Yaya Heryadi, M.Sc., CDS, CDRAI, as the LSP Informatics Certification Scheme Committee said, there are positive and negative impacts from the development of Artificial Intelligence (AI). On the positive side, many people share knowledge and can be accessed easily. However, on the other side, this is a big challenge.

"There are uncontrolled sciences related to the accuracy. It is fatal and can jeopardize the industry. The digital industry will fall easily if experts or employees make small mistakes," Yaya explained.

The industry needs more trust for university graduates. This is due to the fact that many outputs need to be in line with the needs of the industry. They even spend billions to ensure that their inputs align with their needs. SKKNI is required here, whereby certification participants are tested through cases and in-depth understanding. Thus, they are genuinely competent in their field if they have passed the competency certification.

Yaya suggested merging SKKNI into the curriculum. Otherwise, there might be some consequences that usually happen. First, a curriculum needs to be synchronized with industry needs. Second, it needs to be by national standards. Third, there is a need to recognize competence. Fourth, lack of stakeholder involvement. Fifth, limited competitiveness of graduates. Sixth, there needs to be more flexibility in supporting updates.

"Updating the curriculum is not easy and quite tricky. But keep in mind that competency certification is one of the solutions to ensure that our graduates have met professional standards," he concluded. (*dev/wil/put)
