How Effective Is Online Offence Fee? Here's the Statement of A UMM Law Lecturer

Ticket enforcement is one of the efforts to establish regularity. In the application of criminal law, traffic tickets are one of the most critical criminal sanctions and are regulated by law, namely the Criminal Code. The government has recently simplified handling traffic offenses through the Electronic Traffic Law Enforcement System (ETLE) or electronic ticketing.


Related to this, a Lecturer at the Faculty of Law (FH), University of Muhammadiyah Malang (UMM), Nu'man Aunuh S.H M.Hum. gave his response. He assessed that the existence of this electronic ticket makes people more obedient to driving. Even with efforts to reduce interaction in the ticketing process, it can reduce the number of extortion in the field.


"This electronic ticketing policy has a positive impact on both the community and the police. The public becomes disciplined and obedient when driving. Meanwhile, the police do not have a bad image related to extortion news and restore the authority of law enforcement," explained Nu'man.


Nu'man also said that the imposition of electronic tickets could run effectively and is in line with the objectives of modern crime. In addition to preventing traffic offenses, this online ticket also provides a deterrent effect. It is because people will feel they are constantly being watched through CCTV even though there are no police officers on duty. Be it at the red light or along the road.


Unfortunately, if the facilities and infrastructure are inadequate, these policies and regulations will not run optimally. "It must also be understood that the technology needs to be accompanied by a good monitoring system. So that individual violators have no loopholes to violate," said Nu'man.


In addition, community cooperation is also needed so that electronic ticketing can run efficiently. Their awareness can be raised through a series of socialization on various platforms related to driving. It can be done through social media or directly in the field.


He believes that it takes time to raise public awareness of driving orders. According to him, it will take the next two to five years for drivers to be aware and reflective while on the road. "If realized, this would support the police as an institution to provide legal certainty," he said.


On the other hand, there is an impact of electronic ticketing. One is the increasing distance of interaction between the police and the community. So there must be an effort to bring the police closer to the citizens so that they feel nurtured and protected. It is also a step to restore public trust. (cdr/and/wil)
